About the role
Director / Senior Director, Power Markets Location: U.S. Reston (Preferred) / Remote
The Role ICF is seeking a senior power markets executive to help strengthen our market presence and expand our position in emerging digital infrastructure markets. This role is designed for a highly respected industry professional who combines deep power market expertise, strong client relationships, and a demonstrated ability to translate market insights into business opportunities and strategic growth. The position is intentionally focused on two critical priorities in the near term while offering the opportunity to assume broader strategic, organizational, and business responsibilities over time as the business evolves and the individual demonstrates impact.
Initial Priorities Strengthening ICF’s Senior Market Presence and Expertise Bring recognized power market expertise and a strong external presence to the business. Serve as a trusted senior advisor to clients, providing perspectives on evolving market dynamics, resource adequacy, generation investment, transmission, load growth, market design, and other emerging issues. Expand senior-level relationships, elevate ICF’s visibility in the marketplace, and translate market credibility into meaningful business development opportunities.
Build and Grow the Digital Infrastructure Business Help establish and execute a strategy for ICF’s emerging digital infrastructure client segment. Define where ICF can differentiate with data centers, hyperscalers, digital infrastructure developers, and investors; identify priority clients and offerings; and connect capabilities across power markets, transmission and interconnection, natural gas, engineering, and project development. Develop relationships, market presence, and a pipeline of opportunities that support the creation of a scalable growth platform.
Key Responsibilities Market Leadership and Client Impact • Serve as a recognized senior expert and market voice for ICF on power markets, bringing informed perspectives on market fundamentals, resource adequacy, generation investment, transmission, load growth, market design, and other emerging issues. • Engage directly with senior executives and decisionmakers, bringing insights that help clients make consequential investment, development, planning, and strategic decisions. • Translate market expertise into commercially relevant perspectives, thought leadership, and client conversations. • Be a visible external representative of the business through conferences, executive briefings, publications, and direct client engagement. • Help ensure that ICF continues to be known not simply for strong modeling, but also for senior experts capable of interpreting what the analysis means, helping clients act on it, and serving as true trusted partners.
Digital Infrastructure Growth • Develop and own a clear vision and growth strategy for ICF’s emerging digital infrastructure business, recognizing that this is an early-stage client segment requiring focused market development and incremental execution. • Define priority client types, needs, and differentiated offerings across data center developers, hyperscalers, infrastructure investors, and other digital infrastructure participants. • Translate ICF’s capabilities into integrated solutions addressing issues such as power availability, market and price outlooks, interconnection, natural gas and generation strategy, project development, and investment decisions. • Build senior relationships with priority market participants and develop a focused pipeline of engagements. • Establish the organizational model and cross-ICF collaboration required to serve these clients effectively, rather than creating a stand-alone capability disconnected from the rest of the business. • Move deliberately from strategy to execution, testing propositions with clients, learning from early engagements, and progressively scaling the highest-value offerings.
Future Scope and Growth Opportunity As the business evolves, this role is expected to take on broader responsibilities across selected aspects of business strategy, growth, talent development, organizational leadership, thought leadership, innovation, and market positioning. Over time, the position may expand to include responsibility for larger portions of the Power Markets business and could evolve into a broader business leadership role.
Potential future responsibilities may include: • Helping shape and execute the overall strategy and growth agenda for the Power Markets business. • Identifying priority markets, client segments, offerings, investments, and capability-development opportunities. • Leading broader go-to-market, account-development, and business-development initiatives across the practice. • Strengthening collaboration across ICF to bring integrated solutions that combine power markets with transmission, natural gas, engineering, environmental, implementation, and related capabilities. • Helping evolve organizational structures, operating models, and leadership approaches to support growth and delivery excellence. • Building leadership bench strength, developing future leaders, and supporting succession planning. • Recruiting and integrating senior talent and specialized expertise aligned with strategic priorities. • Establishing priorities for thought leadership, market insights, publications, and external market engagement. • Advancing the use of technology, automation, data, and AI to enhance analytical capabilities, delivery models, and client solutions. • Contributing to the long-term positioning, differentiation, and market reputation of the Power Markets business.
What Success Looks Like Success during the first phase of this role will be defined primarily by two outcomes: • Strengthened senior market presence: ICF has added a highly regarded power market expert who elevates client dialogue, expands strategic relationships, enhances market visibility, and converts expertise into business opportunities. • Establishment of a credible digital infrastructure growth platform: ICF has established a clear strategy, differentiated offerings, priority-client agenda, and growing pipeline of opportunities that position digital infrastructure as an increasingly important area of growth.
Minimum Qualifications • Bachelor’s degree in engineering, operations research, economics, or a related field. • 15+ years of experience in energy market forecasting and analysis. • Experience with electricity market and transmission reliability analysis tools (e.g., AURORA, PROMOD, PSLF, PSS®E). • Experience in consulting, client management, business development, thought leadership, and overseeing technical staff for task delivery.
